En même temps, la croissance du PIB serait renforcée de manière significative. Avec ses ressources éoliennes et solaires abondantes et sa politique volontariste de diversification de ses sources d’approvisionnement, il réunit les conditions idéales pour l’émergence d’un tissu industriel dynamique et compétitif dédié aux énergies renouvelables », déclare Paul van Son, PDG de Dii.</p><p style="MARGIN: 0in 0in 10pt">Le rapport indique que le Maroc pourrait se concentrer dans un premier temps sur la fabrication de composants relativement simples et multi-usages, tels que par exemple les câbles électriques pour les éoliennes ou les structures support pour des panneaux photovoltaïques, tout en s’orientant en parallèle vers la fabrication de composants de plus en plus complexes.</p><p style="MARGIN: 0in 0in 10pt">Les perspectives d'emplois directs et indirects au Maroc, si une part importante des composants sont fabriqués localement, ont été estimées autour de 35 000 emplois-années[1] pour le thermo-solaire concentré, 23 000 pour le photovoltaïque et 46 000 pour l’éolien, ceci pour chaque milliard d'euros investis. Ces emplois concernent aussi bien la fabrication des composants et la construction des centrales, que leur fonctionnement et leur maintenance.</p><p style="MARGIN: 0in 0in 10pt">« Les besoins de compétences dans le secteur des énergies renouvelables sont bien réels. Le producteur de câbles international LEONI, partenaire associé de Dii qui emploie environ 8 000 personnes au Maroc, serait prêt à s’engager sur ce marché prometteur. Le Royaume a déjà commencé à former de jeunes marocains afin qu'ils acquièrent un métier dans cette filière en pleine expansion. Je suis persuadé que les mesures incitatives du gouvernement encourageront de nombreuses entreprises étrangères, telles que LEONI, à développer leurs activités et à transférer leur savoir-faire dans notre pays », déclare Adel Ben-Khaled, Directeur Général de LEONI Maroc.</p><p style="MARGIN: 0in 0in 10pt">« Des partenariats internationaux pourraient accélérer le développement de la filière des énergies renouvelables au Maroc. <content:encoded><![CDATA[<div>The 100-Megawatt power station Shams-1 will provide electricity to thousands of households and lead to an annual CO2 savings of 175,000 tons. “Projects like Shams-1 move us forward along the path to emissions-free power production and represent a big step toward the realization of the Desertec vision. With desert power, the Middle East and North Africa will play an important role in this process, and Europe should recognize the contribution that its neighbors in this region are making. It’s time to connect the European, North African and Middle Eastern electricity markets in order to improve our energy mix. This is the only way to ensure the availability of renewable energy under the best conditions. Europe profits from this as well”, says Dii CEO Paul Van Son.</div>

<div>He adds: “I am pleased that three partners of the desert power initiative Dii —Abengoa, Flabeg, and Schott—played a decisive role in the realization of Shams-1.” Abengoa Solar has a 20 percent share in the planning and realization of Shams-1. Flabeg provided the roughly 260,000 parabolic mirrors, while Schott Solar supplied nearly 28.000 absorber pipes for about 770 collectors.

In August 2012 UN Secretary-General Ban Ki Moon announced the launch of the United Nations Sustainable Development Solutions Network (SDSN). The Solutions Network will mobilise scientific and technical expertise from academia, civil society, and the private sector to promote transformational solutions initiatives in support of sustainable development around the globe. The Solutions Network will also provide expert advice to the various processes on the global policy agenda, including to the High-level Panel on the Post-2015 Development Agenda to which former German President Horst Köhler is a prominent member.
How can the world’s sustainable development challenges be addressed? Where does the post-2015 debate stand and how might it evolve? How can the Millennium Development Goals (MDGs) and the Sustainable Development Goals (SDGs) agreed upon at the Rio+20 conference be combined? <div><b>MENA project pipeline</b>
First Solar is pursuing a wide range of opportunities to support the MENA region’s efforts to cultivate its considerable solar resources. The company recently established an office in Dubai and is in an advanced stage of opening an office in Saudi Arabia. First Solar is constructing a 13 megawatt (MW) solar photovoltaic (PV) power plant for Dubai Electricity &amp; Water Authority (DEWA) in Seih Al Dahal, approximately 50 kilometers south of Dubai. This is the first phase of the landmark Mohammad Bin Rashid Al Maktoum Solar Park, an AED 12 billion project that is expected to eventually cover 48 square kilometers and produce 1,000MW of clean energy for the UAE’s national grid using both PV and solar thermal technology. The company also constructed a 5 MW solar PV system for the Masdar Abu Dhabi Future Energy Company and donated a complete 3.2 kWp photovoltaic system to the King Abdullah University of Science and Technology (KAUST) New Energy Oasis (NEO) program in Saudi Arabia.</div>

Saudi Arabia is pursuing an ambitious solar program and wants to build a capacity of 41 GW by 2032 by investing 109 billion dollar in solar thermal power and photovoltaics. &quot;Saudi Arabia is more and more becoming a pioneer of the energy transition in the MENA region,&quot; says Paul van Son, Managing Director of Dii. &quot;I am particularly pleased that our shareholder Acwa Power from Saudi Arabia also takes on this role internationally by, for example, driving the implementation of the Moroccan Solar Plan.&quot;
With the Desertec Foundation, another Dii shareholder now contributes its expertise to developing renewable energies in Saudi Arabia. In the framework of the newly founded company &quot;Desertec Power&quot;, the foundation has taken on the task of supporting industrial plant design and of contributing its expertise to concrete projects. Furthermore, since last year the Desertec Foundation has been committed to the project TuNur in Tunisia, which plans a cable connection between Tunisia and Italy by 2016 and wants to create 20,000 jobs in the country. “I welcome these new activities in Saudi Arabia that will add to the development of a market for renewable energy. I am optimistic that this will pave the way for new business opportunities for the international industry in North Africa and the Middle East,&quot; said Paul van Son.
According to the results of the Dii strategy, &quot;Desert Power 2050&quot;, Saudi Arabia plays a leading role in developing renewable energy in the region. In almost 40 years the country, together with Turkey and Egypt, will consume nearly one third of the power produced in North Africa, the Middle East and Europe (EUMENA).
Dii will continue to focus on creating the conditions for desert power, developing country strategies, and preparing concrete projects to enable a market for commercial activities involving desert power.

Dii acknowledges the pressure on public EU budgets. However, Dii regrets the decision of the European Council to significantly reduce the budget for energy projects within the Connecting Europe Facility. We thus call on the European Parliament to consider the urgent need of electricity infrastructure measures to realize the transformation to a sustainable energy system and to deploy the synergies of cooperation beyond EU borders, in particular with the Southern Mediterranean.&nbsp;</div>

<div>The Connecting Europe Facility is a crucial facilitator of electricity infrastructure projects by providing financial support for Projects of Common Interest (PCI). Apart from expanding and improving the Trans-European Energy Infrastructure, interconnections between the EU, the Middle East and North Africa (MENA) should be incentivized. As a first step, interconnections between Italy and North African Countries should be reinforced. Such interconnections contribute to the development of a market for desert power and thus contribute to the European objective to promote renewable energy. This could lead to major cost savings for all countries involved.&nbsp;</div>
<div>As shown in Dii’s long-term report “Desert Power 2050”, connecting the power systems of the EU and MENA based on renewable energy involves significant benefits for both regions as regards competitiveness, sustainability and security of supply. The abundance of sun and wind in the EUMENA region could enable the creation of a joint power network that will entail more than 90% renewables. The nations of the Middle East and North Africa (MENA) can meet their expanding needs for power with renewable energy, while developing an export industry from their excess power with an annual volume worth more than 60 billion euros. By importing up to 20 percent of its power from the deserts, Europe could save 30 euros for each megawatt hour of desert power. This would be an economical strategy for successfully achieving the EU's climate protection goals.&nbsp;</div>

<div><br />On January 30, 2013 in Berlin, the Egyptian State Authority for New &amp; Renewable Energy (NREA) and the industrial consortium Dii signed a memorandum of understanding to increase their collaboration which will support local institutions to create renewable energy (RE) capacities and accelerate the dissemination of RE projects. In the long term, their cooperation with stakeholders in Europe, the Middle East and North Africa (EUMENA) could provide an important impetus towards an integrated electricity market, with benefits for all actors involved.
The areas of collaboration will include exchange of information, particularly in regard to, but not limited to, solar and wind resource analysis, power transmission and grid capacity and expansion, performance of RE generating technologies, legal frameworks, incentive instruments for private investments in RE in Egypt and the MENA Region, long-term opportunities for RE electricity transfers from Egypt to the EU and local support mechanisms for RE projects in Egypt.
Wind and solar have enormous potential for growth in Egypt. &nbsp;By 2020 renewables should account for 20% of the electricity production. &nbsp;Wind could play a central role in satisfying the fast-growing national electricity demand. &nbsp;By 2050 Dii expects this to increase six-fold over that of 2010, to more than 800 Terawatt hours. &nbsp;Within the same period of time, the population could grow from over 80 to more than 120 million.
NREA and Dii want to begin working together immediately.

Its role grows day by day supported with national incentives declared from the Government. Wind and solar will be the key players and drivers for RE market not only in Egypt but also for MENA countries. NREA believes that greening our economies must pass through the road of RE. Also, NREA rely on its partnership with Dii to motivate RE applications in the region.”

<div><br />The German Minister for Economy and Technology, Dr. Philipp Roesler, and his Tunisian counterpart, Ridha Saidi, the Tunisian minister charged with economic affairs in the office of the Prime Minister, officially launched the energy partnership between Tunisia and Germany in Berlin on January 28, 2013. &nbsp;Grid expansion, energy efficiency, research, renewable energies, as well as the political support of the Desertec project are at the core of this partnership. &nbsp;This represents an important milestone for Desertec. &nbsp;Both of these countries set an example by encouraging the development of renewable energy and in creating a framework for the realization of Dii reference projects in Tunisia. &nbsp;
The CEO of Dii, Paul van Son: “This partnership with Tunisia is particularly near to our heart. &nbsp;In a time of political and social change, Dii can make a significant contribution to Tunisia´s development by facilitating the creation of an enduring renewable energy supply. &nbsp;Tunisia and Germany have thus laid the cornerstone for a Mediterranean-wide power system that benefits us all.”
Dii has an office in Tunis. &nbsp;Last year STEG Énergies Renouvelables and Dii concluded a feasibility study on solar and wind energy in Tunisia. &nbsp;The study seeks to identify reference projects with a total capacity of 1 GW, giving special consideration to the possibility of installing a transmission line between Tunisia and Italy. &nbsp;In January 2012, a series of potential sites were identified for the realization of such large-scale projects.</div>

The German Development Institute (DIE), Dii and Kiel Institute for the World Economy (IfW) will organize&nbsp;a stakeholder consultation to discuss macroeconomic and employment effects of renewable energy deployment in the European Union (EU) and Middle East and North Africa (MENA).
In the first part of the workshop, following a brief overview of the current conditions for renewable energy developments in the MENA region, macroeconomic and sector-specific effects of solar and wind technology deployment in the EU-MENA region will be evaluated using a computable general equilibrium model that estimates different development pathways based on various assumptions until 2050 and country/regional characteristics.
In the second part, direct and indirect employment effects by sector and in different parts of the value chain will be assessed, using employment multiplier analyses for several EU and MENA countries, in accordance with renewable energy investment pathways until 2050.
In the third part, research findings will be translated into policies. Based on DIE research in Egypt and Morocco as well as Dii policy research, policy options to attract renewable energy investments and to maximize their macroeconomic and employment effects are presented.

Together with the Climate Parliament and E3G, Dii co-hosted&nbsp;an event entitled “Renewables in Turkey: Refocusing EU-Turkey Energy Cooperation” in Brussels yesterday. In light of the European Union's call for increased&nbsp;cooperation with the Turkish government in June 2012, the aim of this event was to offer a platform for discussing&nbsp;Turkey's role&nbsp;as a link between Europe and the Middle East within the context of&nbsp;a wider power system that&nbsp;encompasses Europe, the Middle East, and North Africa.
“Turkey will be one of the largest power consumers in the region by 2050. It is crucial that the European Union and Turkey cooperate closely to develop renewable energy in the country and build electricity highways to transmit that energy to its population centers. It would greatly increase Turkey’s own energy security”, said Graham Watson MEP, Chairman of the Climate Parliament.&nbsp;
“Given its geographical position, Turkey is perfectly placed to be a regional hub for the trade of renewable electricity”, added Paul van Son. “European industry would benefit from the growth of a massive renewables market on its doorstep”.&nbsp;
The hosts are planning to continue the dialogue on EU-Turkey renewable energy cooperation with political and industrial stakeholders in Ankara later this year.</div>
